6. Cơ cấu tổ chức

6.1 Sơ lược quá trình phát triển của đơn vị:

- Giới thiệu quá trình thành lập:

Cùng với Sự phát triển các khoa chuyên ngành, chuyên sâu trong Bệnh viện Đa khoa Trung ương Thái Nguyên, chuyên khoa về lĩnh vực tâm thần kinh được từng bước hình thành và phát triển, năm 1980 phân khoa Tâm thần kinh được hình thành và là một đơn vị điều trị của khoa Nội

Ngày 27/9/1987 khoa Tâm thần kinh chính thức được thành lập.

Năm 1994 chuyên khoa Tâm thần kinh được tách ra thành 2 khoa: Tâm thần, Thần kinh.

Từ ngày thành lập khoa cho đến nay đã trải qua 28 năm hoạt động khoa Tâm thần liên tục phấn đấu và trưởng thành, với đội ngũ các bác sỹ chuyên khoa dày dặn kinh nghiệm trong công tác phục vụ người bệnh cũng như công tác giảng dạy, đào tạo đại học, sau đại học và nghiên cứu khoa học. Tập thể khoa đã phối hợp cùng Bộ môn Tâm thần trường Đại học y dược Thái Nguyên đã triển khai trên 40 đề tài khoa học trong đó có 5 đề tài cấp bộ về các lĩnh vực nghiên cứu ma túy, các rối loạn hành vi ở trẻ em và các rối loạn tâm thần thực tổn...

Dưới sự lãnh đạo sáng suốt của Bộ y tế và sự chỉ đạo trực tiếp của Đảng ủy, Ban giám đốc bệnh viện Đa khoa Trung ương Thái Nguyên, cán bộ viên chức khoa Tâm thần luôn phát huy sức mạnh đoàn kết, không ngừng phấn đấu hoàn thành xuất sắc nhiệm vụ cấp trên giao, trong nhiều năm qua khoa được bộ Y tế tặng danh hiệu tập thể lao động xuất sắc, một số cán bộ viên chức của khoa được tặng danh hiệu huy chương "Vì sức khoẻ nhân dân", huy chương "Vì sự nghiệp khoa học và môi trường", huy chương "Vì sự nghiệp giáo dục" và nhiều bằng khen của Bộ trưởng Bộ y tế, công đoàn Ngành y tế.

- Chức năng nhiệm vụ:

1. Khám bệnh, điều trị và tư vấn sức khỏe tâm thần, tham gia đào tạo đại học và sau đại học, điều trị chuyên sâu các bệnh lý tâm thần như: Rối loạn tâm thần do rượu, ma túy, rối loạn tâm thần do tổn thương não và các bệnh cơ thể, các rối loạn cảm xúc, rối loạn tâm thần ở người cao tuổi, rối loạn tâm thần và hành vi ở trẻ em, các rối loạn liên quan đến stress, điều trị nghiện chất...

2. Áp dụng các kỹ thuật trong điều trị. Thực hiện các xét nghiệm thăm dò chức năng (chụp MRI, C.T.scaner sọ não; điện não đồ vi tính, trắc nghiệm tâm lý), sốc điện thường quy, sốc điện có tiền mê. Tư vấn tâm lý và trị liệu tâm lý, liệu pháp âm nhạc, liệu pháp thư giãn luyện tập, liệu pháp nhận thức, hành vi.

3. Đào tạo nghiên cứu khoa học

Đào tạo đại học, sau đại học, nghiên cứu khoa học và phát triển, các tiến bộ khoa học trong lĩnh vực tâm thần.

7. Hoạt động chuyên môn:

Khoa Tâm thần là một trong các đơn vị chuyên khoa thuộc Bệnh viện Đa khoa Trung ương Thái nguyên, đảm nhiệm các nhiệm vụ chuyên môn sau:

- Điều trị nội trú – ngoại trú lĩnh vực chuyên khoa Tâm thần

- Tham gia khám – tư vấn tâm lý tại Khoa khám bệnh theo yêu cầu

- Đọc điện não các ngày trong tuần

- Đào tạo và nghiên cứu khoa học

  

   Hoạt động chuyên môn đi buồng, hội chẩn tại khi điều trị bệnh nhân nội trú

- Điều trị can thiệp các rối loạn phát triển ở trẻ em (Đơn vị được thành lập và đi vào hoạt động từ 1/10/2021)

Ngày 30/9/2021, Bệnh viện Trung ương Thái Nguyên tổ chức Lễ ra mắt Đơn vị can thiệp các rối loạn phát triển ở trẻ em

Đơn vị khám, chẩn đoán và can thiệp các rối loạn phát triển ở trẻ em được hưởng chính sách bảo hiểm y tế từ ngày 01/10/2021, tổ chức điều trị ngoại trú từ 10 đến 15 ngày/đợt. Bên cạnh đó, đơn vị sẽ hỗ trợ miễn phí huấn luyện kỹ năng chăm sóc cho bố, mẹ, ông, bà, người chăm sóc trẻ. 

Với đội ngũ bác sĩ, kỹ thuật viên là các chuyên gia giàu kinh nghiệm thuộc chuyên khoa Tâm bệnh và Phục hồi chức năng, đơn vị sẽ khám, chẩn đoán và can thiệp cho các đối tượng như: Trẻ chậm khôn so với tuổi, khó khăn trong học tập kiến thức; Rối loạn khả năng đọc, viết, vẽ, tính toán; Trẻ chậm nói, nói ngọng, giảm kỹ năng diễn đạt trình bày; Trẻ nghiện internet, nghiệm game; Trẻ tăng hoạt động quá mức, thường xuyên leo trèo; Trẻ giảm chú ý khi học hoặc vui chơi, dễ bị phân tâm, hay quên; Trẻ có cảm xúc, cư xử, hoạt động, chơi bất thường như: quấy khóc quá mức, dễ tức giận, tự làm đau mình, thờ ơ, chơi một mình, đi kiễng chân, la hét, đập tay, ném đồ chơi...

Với việc đưa vào hoạt động, Đơn vị can thiệp các rối loạn phát triển ở trẻ em sẽ mở ra cơ hội tốt để khám, chẩn đoán, can thiệp các rối loạn phát triển trẻ em trên địa bàn tỉnh Thái Nguyên và các tỉnh trong khu vực, đáp ứng yêu cầu của Bệnh viện hạng đặc biệt, không ngừng nâng cao chất lượng, sự hài lòng của người bệnh và nhân dân. Đồng thời, là cơ hội để đơn vị phát triển xứng tầm trong nước và hội nhập quốc tế.

8. Hoạt động của tổ công đoàn, đoàn thanh niên

- Tổ công đoàn khoa luôn quan tâm động viên khuyến khích tinh thần đến đoàn viên công đoàn khoa. Tặng quà nhân ngày sinh nhật cho CBVC,  thăm hỏi CBVC, thân nhân CBVC khi ốm đau. luôn quan tâm và chăm lo đến đời sống tinh thần vật chất cho đoàn viên, giúp đỡ nhau khi gặp khó khăn trong công tác cũng như trong sinh hoạt.

-  Tổ công đoàn Khoa Tâm Thần luôn tham gia đầy đủ và nhiệt tình tất cả các phong trào do Công đoàn Bệnh viện phát động như: Tích cực hưởng ứng tham gia các phong trào chào mừng các ngày lễ lớn như: Ngày thành lập Đảng cộng sản Việt Nam, Ngày Quốc tế phụ nữ Tham gia Hội thi chào mừng ngày thầy thuốc Việt Nam 27/2, kết quả đạt giải nhất môn kéo co phối hợp nam nữ, giải ba văn nghệ, Tổ Công đoàn khoa có đoàn viên tham gia Hội thi chung kết Liên hoan văn nghệ Ngành Y tế Việt Nam tổ chức, kết quả đạt giải A.

- Công tác xã hội: Tham gia các hoạt động ủng “ xây nhà đại đoàn kết cho người nghèo tỉnh Điện Biên”, tặng quả cho trẻ em tại Đơn vị can thiệp các rối loạn phát triển ở trẻ em nhân ngày 1-6 và tết trung thu.

+ Tham gia cuộc thi tìm hiểu” An toàn vệ sinh lao động tại nơi làm việc năm 2023”. Cuộc thi “ công nhân, viên chức, lao động tìm hiểu truyền thống lịch sử, tinh thần yêu nước của dân tộc Việt Nam trong  xây dựng, bảo vệ tô quốc”.

- Tham gia đóng góp ý kiến tại Hội nghị CNVCLĐ năm 2023

+  Xây dựng mối quan hệ lao động hài hòa, ổn định.

- Trong công tác tham gia xây dựng Đảng: Số đoàn viên được dự lớp đối tượng Đảng và được kết nạp Đảng là 02 đ/c.

- Tham gia đầy đủ, có chất lượng các hoạt động của Đoàn thanh niên bệnh viện, là lực lượng xung kích đi đầu trong thực hiện nhiệm vụ

9. Thành tích nổi bật

1. Công tác chính trị tư tưởng:

- Tập thể cán bộ viên chức trong khoa luôn chấp hành nghiêm chỉnh mọi chủ trương của Đảng, chính sách pháp luật của Nhà nước, vận động người thân và quần chúng nhân dân cùng làm theo.

- Thực hiện tốt quy tắc ứng xử, nâng cao đạo đức nghề nghiệp, tích cực hưởng ứng cuộc vận động “ Đổi mới phong cách thái độ phục vụ của cán bộ y tế, hướng tới sự hài lòng của người bệnh” của Bộ Y tế. Tích cực vận động thi đua trong đơn vị, thực hiện tốt quy tắc ứng xử, nâng cao đạo đức nghề nghiệp, nâng cao chất lượng phục vụ người bệnh

- Hưởng ứng và tham gia đầy đủ kỷ niệm những ngày lễ lớn trong năm, các phong trào thi đua lao động.

2. Công tác chuyên môn: Các kết quả đạt được trong năm 2023:

- Số bệnh nhân điều trị nội trú: 696 

- Số bệnh bệnh nhân can thiệp ngoại trú: 397 bệnh nhân,

- Tổng số khám ngoại trú: 3605

- Tổng số khám theo yêu cầu: 810

- Tổng số ca đọc điện não:  3713

- Thực hiện tốt các hoạt động chuyên môn, duy trì đều đặn và có chất lượng các hoạt động: Đi buồng thường quy, đi buồng chăm sóc theo đội, bình bệnh án, bình phiếu chăm sóc.

3. Công tác nghiên cứu khoa học, phát triển kỹ thuật mới và chỉ đạo tuyến:

- Báo cáo khoa học: 06 buổi báo cáo chuyên đề tại CDC Tỉnh Thái nguyên (“Sức khỏe tâm thần trên người nhiễm HIV” và “Hướng dẫn sàng lọc và can thiệp giảm tác hại cho người có nguy cơ sứ khỏe do uống rượu bia”).

- Công tác chuyển giao kỹ thuật mới cho tuyến dưới: 

+ Đào tạo 02 lớp Kỹ thuật ghi và đọc điện não đồ cơ bản

+ Đào tạo 02 lớp Chẩn đoán và can thiệp sớm Rối loạn phổ tự kỷ

- Hoàn thành 01 đề tài NCKH cấp cơ sở

10. Phương hướng phát triển

- Duy trì và phát huy những thành tích chuyên môn của năm 2023

- Hoàn thành tốt các chỉ tiêu kế được giao

- Phát triển về mọi mặt hoạt động của Đơn vị can thiệp các rối loạn ở trẻ em. Đào tạo thêm về chuyên môn, tăng số lượt trẻ được can thiệp. 

- Triển khai thêm các trắc nghiệm tâm lý chuyên sâu thuộc nhóm kỹ thuật mới đã đăng ký.

6. Organizational Structure

6.1 Brief Overview of the Development

The Thai Nguyen National Hospital gradually established and developed a specialized department for psychiatry alongside other departments. In 1980, the Psychiatry and Neurology Department was formed as a treatment unit under the Internal Medicine Department. Later, on September 27, 1987, the Psychiatry and Neurology Department was officially established. In 1994, the department was divided into two separate departments, namely, the Psychiatric Department and the Neurology Department

The Psychiatric Department has been operational for 28 years and has undergone continuous growth and development. The department comprises a team of experienced specialist doctors who provide excellent patient care and engage in academic activities such as teaching, undergraduate and postgraduate training, and scientific research. The department has collaborated with the Psychiatry Department of the Thai Nguyen University of Medicine and Pharmacy to undertake over 40 scientific research projects. These include 5 projects that the Ministry of Health funded and cover research areas such as drug abuse, behavioral disorders in children, and mental disorders due to trauma.

The Psychiatric Department at the Thai Nguyen National Hospital is led by the Ministry of Health and the Hospital Management Board. The doctors and nurses in the department have worked in unity to complete their assigned tasks. Their hard work has been recognized over the years with several awards such as the "Excellent Collective Labor" award by the Ministry of Health. Some of the staff members have also been honored with medals such as "For the People's Health", "For Scientific and Environmental Causes", and "For Education". They have also received numerous commendations from the Minister of Health and the Healthcare Union.

- Functions of the department:

1. Conducts psychiatric examinations, treatments, and consultations, specializing in treating psychiatric disorders caused by alcohol and substance use, psychiatric disorders due to brain injuries and physical illness, emotional disorders, psychiatric disorders in older people, behavioral disorders in children, stress-related disorders, and substance addiction treatment. The department also participates in undergraduate and postgraduate training.

2. Applies various techniques in treatment such as functional exploration tests (MRI, CT scan of the brain; computerized EEG, psychological test), standard electroconvulsive therapy, and premeditated electroconvulsive therapy. The department also provides psychological counseling and therapy, music therapy, relaxation and exercise therapy, and cognitive-behavioral therapy.

3. Training and Scientific research: Undertakes undergraduate and postgraduate training and research, and contributes to scientific advancements in the field of psychiatry.

7. Professional activities:

The Psychiatric Department at Thai Nguyen National Hospital is a specialized unit that handles various tasks related to psychiatry as follows.

- Inpatient and outpatient treatment.

- Psychological assessments and counseling at the Outpatient Department for Required Services. 

- EEG readings.

- Training and scientific research activities.

- Providing treatment and intervention for children with developmental disorders. (This Unit began operations on October 1, 2021).

On September 30, 2021, the Thai Nguyen National Hospital inaugurated the Child Development Disorder Intervention Unit. As of October 1, 2021, the unit provides treatment for developmental disorders in children, which is now covered by health insurance policies. The treatment sessions are outpatient and last for 10 to 15 days each. Additionally, the unit offers free training on caregiving skills to parents, grandparents, and caregivers.

The department comprises a team of experienced doctors, nurses, and technicians who specialize in Psychiatric and Functional Rehabilitation. We offer assessment, diagnosis, and intervention for various conditions, including children with developmental delays, learning difficulties, and academic challenges; individuals with reading, writing, drawing, and mathematical disorders; children with delayed speech, stuttering, or reduced expressive language skills; those addicted to the internet or gaming; children with excessive physical activity, frequently climbing or jumping; those who have difficulty concentrating during study or play, are easily distracted, or forgetful; and children exhibiting abnormal emotions, behaviors, activities, or play, such as excessive crying, frequent anger, self-harm, indifference, solitary play, tiptoeing, shouting, clapping, or throwing objects. Our experts use their expertise to provide comprehensive assessments and tailored interventions to address these issues, thus supporting the well-being of our patients.

The Psychiatric Department has set up the Child Development Disorder Intervention Unit to cater to the needs of children suffering from developmental disorders in Thai Nguyen province and surrounding areas. This initiative aims to improve the quality of care and increase patient and public satisfaction by offering assessments, diagnoses, and interventions in specialized hospitals. It also provides an opportunity to expand nationally and integrate internationally.

8. Activities of the Trade Union and Youth Union

- The Trade Union and Youth Union are both actively involved in the well-being of the staff. The Labor Union cares for the staff's morale by providing birthday gifts and visiting them regularly. The Union also offers support to the staff and their families during illness. The focus is on taking care of the spiritual and material lives of the staff, and on assisting each other during difficult times at work and in daily activities.

- The department's Trade Union has actively participated in various events organized by the Hospital's Trade Union. These include participating in celebrations of significant occasions such as the founding of the Communist Party of Vietnam and International Women's Day. Additionally, the union took part in the Vietnam Physicians' Day Contest on February 27th and won the first prize in a tug-of-war competition (coordinated between men and women) and the third prize in the art performance category. The Trade Union has also participated in the final round of the National Healthcare Arts Festival and achieved an A-level prize.

- Social work: Participated in to support the construction of solidarity houses for the poor in Dien Bien province, donating gifts to children at the Child Development Disorder Intervention Unit on June 1st and during the Mid-Autumn Festival. 

+ Participated in the 2023 competition for "Understanding Occupational Safety and Health at Workplaces" and "Workers, Civil Servants, and Laborers Understanding the Tradition, History, and Patriotic Spirit of the Vietnamese People in Nation Building and Defense". 

- Contributing opinions at the Workers' Conference in 2023 

+ To build harmonious and stable labor relations. 

- In Party-building activities, two members were admitted to the Communist Party of Vietnam. 

- Actively participate in and ensure the quality of activities organized by the Hospital's Youth Union, serving as the vanguard force in carrying out assigned tasks.

- The staff in the department consistently adheres to all Party directives, state policies, and laws, and mobilizes their relatives and the people to do the same.

- Effectively implemented ethical codes, enhanced professional ethics, and actively participated in the movement "Renewing the service attitude of medical staff, towards patient satisfaction" initiated by the Ministry of Health.

- Actively engaged in unit competitions, effectively implemented ethical codes, enhanced professional ethics, and improved the quality of patient service.

- Fully participated in and commemorated major anniversaries throughout the year, and participated in labor emulation movements.

- The professional activities, such as regular ward rounds, team-based care rounds, case review meetings, and patient care surveys, were executed excellently. These activities contributed to the maintenance of high-quality operations.
